I’ve head that Buddy Ebsen was supposed to be in THE WIZARD OF OZ. Is this true and, if so, what went wrong?

Dear Kevin,
Buddy Ebsen was originally going to play the Tin Man in HE WIZARD OF OZ, but he turned out to be allergic to the silver-colored makeup. Jack Haley wound up playing the good-hearted though initially literally heartless metal hero.
